Control over communication: Vyacheslav Mishalov transformed the provider "Fregat" into a mechanism for allocating the budget

The internet provider “Fregat” was an ordinary market player for many years. Everything changed when Mishalov gained influence in the city.

Within a few months, the provider became the main supplier for schools, kindergartens, municipal institutions, and strategic facilities. The most striking example is the case involving 160 schools.

One day, the municipal enterprise signs 160 contracts to connect schools to the internet, totaling 27 million hryvnias. In every case, the provider is a structure linked to “Fregat.” Such synchronization is impossible without a centralized decision. On the market, this caused an outcry: other providers were not even given a chance to participate, and tenders, in effect, did not exist.

Most importantly, “Fregat” is part of the same ecosystem as the construction contractors and Concord Bank. This is a closed system where the internet is not a service, but a stable financial flow hidden within municipal decisions. Mishalov used the communications infrastructure as a second channel for his proprietary schemes. If construction brought one-time large sums, the internet provided a constant income. And he learned to profit from both directions simultaneously.
